Judgments:

On November 18, 2011, Joshua Aaron Kuester, age 25 of Sibley, Iowa, was found guilty of Operating While Drugged 1st Offense, a Serious Misdemeanor.  The Defendant is to pay a total fine of $725.00, the cost of this action, and restitution of any court appointed attorney fees, if any.  The Defendants judgment is deferred, and placed on informal probation to the Osceola County Sheriff for a period of one (1) year.  On January 14, 2011, Joshua Kuester was stopped on 11th Avenue and 10th Street in Sibley, Iowa.  The Deputy observed Kuester’s eyes were glassy, his pupils were dilated, and an odor of burnt marijuana was on his clothing.  Kuester admitted he had just smoked marijuana and was arrested for Operating While Drugged.

On November 18, 2011, Jay Alan Granstra, age 46 of Round Lake, Minnesota, was found guilty of Operating While Intoxicated 1st Offense, a Serious Misdemeanor.  The Defendant is to pay a total fine of $725.00, the cost of this action, and restitution of any court appointed attorney fees, if any.  The Defendants judgment is deferred, and placed on informal probation to the Osceola County Sheriff for a period of one (1) year.  On June 17, 2011, Jay Granstra arrived at 624 9th Street in Sibley, Iowa following a call from his son about a disturbance.  While talking with Granstra, an Osceola County Deputy observed Granstra’s eyes were bloodshot, watery, and his eyes were dilated.  Granstra failed sobriety tests and tested over .08.  Granstra was arrested for Operating While Intoxicated.

On November 18, 2011, Seth Joseph Roos, age 23 of Rock Rapids, Iowa, pled guilty to Operating While Intoxicated 2nd Offense, an Aggravated Misdemeanor.  The Defendant is to pay a total fine of $2,507.50, the cost of this action, and restitution of any court appointed attorney fees, if any.  The Defendant is sentenced to imprisonment in the Osceola County Jail for a term of one (1) year, with all time suspended except for seven (7) days.  The Defendant is placed on informal probation to the Osceola County Sheriff for a period of two (2) years.  The Defendant shall undergo a substance abuse evaluation and comply with the treatments recommendations.  On July 24, 2011, Seth Roos was stopped on Hwy 9 for a traffic offense.  An Osceola County Deputy detected an odor of alcohol coming from Roos’ breath.  Roos failed sobriety tests and tested over .08.  Roos was arrested for Operating While Intoxicated.

Accidents:

On November 18, 2011, at 7:00am, Deborah Davis, age 43 of Spirit Lake, Iowa, was backing a 2011 Dodge Avenger from a parking stall in front of Jack Rabbit Junction, is Sibley, Iowa.  Jose Puc-Uc, age 34 of Texico, New Mexico, was driving a 2002 Ford van into a parking stall next to Davis’ vehicle.  Davis failed to see Puc-Uc’s vehicle pulling in and collided in the parking lot.  Davis’ vehicle sustained approximately $900 damage.  Puc-Uc’s vehicle, owned by Danny Van Horne of Pottsboro, Texas, sustained approximately $300 damage.  No injuries were reported.

On November 18, 2011, at 6:40pm, Fredrick Bernard Matlage Jr., age 48 of Sibley, Iowa, was driving a 2001 Ford Ranger, westbound on A22, west of Hwy 59 and struck a deer on the roadway.  Matlage’s vehicle sustained approximately $2,500 damage.  No injuries were reported.

On November 19, 2011, Antonio Alvarez, age 22 of Sibley, Iowa, was arrested by an Osceola County Deputy for allegedly being Intoxicated in Public, a Simple Misdemeanor.  Alvarez was booked into the Osceola County Jail on a $300 cash bond.

On November 20, 2011, Donni Jay Bugay, age 41 of Bigelow, Minnesota, was arrested on two (2) valid Osceola County Warrant for Failure to Appear for Hearing, a Serious Misdemeanor.  Bugay was booked into the Osceola County Jail on a $2,000 cash only bond.
